Methodological Foundations of Planning Groups "A" and "B" in Industry

The Marxist-Leninist theory of expanded socialist reproduction is the methodological basis for planning the production of the means of production and consumer goods, for exchange between these departments, and for the final use of their products. Of exceptionally great, fundamental importance for planning the growth rates and proportions in the production of the means of production and consumer goods under socialism are V. I. Lenin's remarks on R. Luxemburg's book >u>The Accumulation of Capital>/u>, which were published in the thirty-eighth Lenin collection in 1975 together with tables characterizing the acceleration of the growth of production and consumption under socialism compared with capitalism. The calculations cited by Lenin indicate, first, the great acceleration of the rate of economic development under socialism, second, the preferential growth of means of production, and third, the increased share of the workers (working people) in the utilization of the net product. This increase is the result of the allocation of a considerable part of the accumulation to the consumption funds. The economic calculations made by Lenin more than sixty years ago brilliantly anticipate radical changes in the proportions of reproduction that have actually taken place in our country in the socialist era. Lenin's prevision lights our path of development during the entire socialist period and is a guide to practical action.
